Kembaroginews.com –Sidrap – Dua rancangan peraturan daerah (ranperda) prakarsa pemerintah daerah dan satu inisiatif DPRD, diserahkan pada rapat paripurna DPRD Kabupaten Sidenreng Rappang, Rabu (21/9/2022).
Rapat berlangsung di gedung DPRD dipimpin Ketua DPRD, H. Ruslan didampingi Wakil Ketua, Andi Sugiarno Bahri dan Kasman, serta dihadiri Wakil Bupati Sidrap, H. Mahmud Yusuf.
Dua ranperda prakarsa pemerintah daerah yakni Ranperda APBD Perubahan Tahun Anggaran 2022 dan Pajak Daerah dan Retribusi Daerah. Sementara ranperda inisiatif DPRD yakni Ranperda tentang Inovasi Daerah.
Samsumarlin mewakili Badan Pembentukan Peraturan Daerah (Bapemperda) DPRD Sidrap menyampaikan, Ranperda Inovasi Daerah merupakan aspirasi masyarakat yang disampaikan ke DPRD, baik saat reses maupun disampaikan langsung stakeholder di DPRD.
“Ini adalah aspirasi masyarakat yang selanjutnya didiskusikan bersama tim legislasi pemerintah dalam lokakarya pembentukan peraturan daerah serta rapat kerja bersama Bepemperda DPRD,” ucapnya.
Sementara Wakil Bupati Sidrap, Mahmud Yusuf mengatakan, dua ranperda yang diserahkan pemerintah daerah adalah daftar prioritas program pembentukan Perda Kabupaten Sidrap tahun anggaran 2022.
“Melalui pengajuan kedua ranperda tersebut, selain sebagai pelaksanaan propemperda tahun 2022 juga akan menjadi landasan hukum atas dinamika APBD 2022 guna optimalisasi penyelenggaraan pemerintahan serta penyediaan regulasi terkait pajak daerah dan retribusi daerah,” jelasnya.
Terkait Ranperda APBD-P 2022, Mahmud Yusuf menyampaikan, salah satu faktor pendorong dilakukannya perubahan APBD saat ini selain terkait kondisi kemampuan fiskal daerah juga karena adanya intruksi pemerintah pusat.
“Dengan lahirnya Peraturan Menteri keuangan Nomor 134/PMK.07/2022 tentang Belanja Wajib dalam Rangka Penanganan Dampak Inflasi Daerah Tahun 2022, mewajibkan daerah untuk menganggarkan belanja wajib perlindungan sosial sebesar 2 persen yang bersumber dari dana transfer umum untuk periode bulan Oktober sampai Desember 2022,” jelasnya.
Mengenai Ranperda Pajak Daerah dan Retribusi Daerah, Wabup Sidrap memaparkan, UU Nomor 1 tahun 2022 tentang Hubungan Keuangan Antara Pemerintah Daerah dan Pusat merupakan landasan lahirnya regulasi berupa perda sebagai payung hukum dalam penyelenggaraan pajak daerah dan retribusi daerah sebagaimana yang tertuang dalam pasal 94.
Dengan lahirnya regulasi tersebut, kata Mahmud, maka terkait pajak daerah dan retribusi daerah dilakukan pengaturan kembali dalam satu peraturan daerah. “Ranperda ini memuat 13 perda pajak dan 23 perda retribusi dalam satu perda yang disusun menggunakan metode omnibus law,” beber Mahmud.
Dikatakannya, perda tersebut memerlukan sinergitas yang baik antar pemangku kepentingan sehingga perda yang dilakukan akan berpengaruh terhadap upaya pemerintah daerah dalam mewujudkan kesejahtraan masyarakat dengan peningkatan pendapatan daerah dari tahun ke tahun.
“Melalui ranperda tersebut, kami berharap peningkatan pendapatan asli daerah dapat membantu daerah membiayai pembangunan daerah di Kabupaten Sidrap,” harapnya.
Rapat Paripurna turut dihadiri Danramil 1420/04 Watang Pulu, Lettu Inf Abdul Rajab, Kabag SDM, Kompol Sudirno, Kasi Pidsus Kejari, Abdurrahim, para Asisten, staf ahli, kepala OPD dan kabag serta para camat se-Kabupaten Sidrap.
